Colbi Technologies,
Inc. is the combination of over fifteen years of school district experience
in both fiscal and facilities departments, with twenty three years of proven
success in development of application software, management of large scale
implementations, and development of training programs.
Colbi Technologies,
Inc. is dedicated to creating the best tools and services to help
California’s public school facilities professionals and business officials.
Our goal is to provide a comprehensive solution to project funding and
expenditure management, while simplifying the way districts generate State
and Local regulatory and management reports.
Charles H. Olsen III – President
Mr. Olsen has worked
in the computer industry for over twenty three years with eight (8) years
experience in the Service Industry and fifteen as a Project Manager. Other
experience includes requirements definition, management of large scale
implementations, planning and development of training programs, project
management of multiple concurrent projects, contract project management
mentor for client’s management team, methodology selection/creation and
implementation in large organizations and development of large scale project
plans. Chuck has written many Detailed Product Specifications and GAP
Analysis documents and has been published in the areas of 4th Generation
Programming Languages, Formalized vs. Non-Formalized Databases and Office
Automation in the United States, Europe, South America and Australia. Mr.
Olsen is a past Vice President of the America Field Service Management
International (AFSMI) Association.
Lettie E. Boggs – Chair & CFO
Lettie Boggs has worked
for school districts in both fiscal and facilities positions since 1985.
Lettie's most recent school district position was as Assistant
Superintendent of Facilities and Operations for the Anaheim
City School District, a heavily
urbanized, high poverty district in Orange County, California. She has
served and continues to serve on many boards and committees throughout the
state of California. This includes:
- Member of the State
Allocation Board’s Implementation Committee.
- Immediate past chair
of the Facilities R&D Committee for the California Association of School
Business Officials.
- Board member for the
Coalition for Adequate School Housing and the current and founding
co-chair of the Urban Districts Committee as well as contributing member
to the Legislative Committee of CASH.
- Board member of
Federal Action for California School Facilities (formerly Cal-Fed School Infrastructure Coalition) advocating for federal
participation in school facility funding.
- Member of the
California Dept. of Education, School Facility Planning Division’s
coordination committee with the Dept. of Toxic Substances Control for
development of processes and procedures affecting school site selection
and approval.
Lettie was an active
participant in the California Dept. of Education, School Facility Planning
Division’s Urban Solutions Research Project assessing urban models in
California and other states for viable solutions to facility issues
confronting schools in urban environments. Lettie is an industry leader who
recognizes the needs and expectations of the school district building
program and has packaged her solutions to help you.
Larry Goshorn – Director of
Consulting & Support
Larry Goshorn’s career spans over 25 years in building public facilities.
Larry has worked in California public schools since 1986, where he opened
the Facilities Department for Pomona Unified and was instrumental in passing
a general obligation bond after previous failures. Since that time he has
developed and implemented hundreds of projects for various school districts.
Larry Goshorn provides direct programming and facilities consulting support
to Colbi clients. He developed key elements of the Account-Ability computer
application, oversees installations/upgrades of Account-Ability at client
sites, and supervises on-site accounting support to Colbi clients. In
addition, Larry currently serves as:
- Project Manager for The Accelerated School (TAS)
TAS, a nationally recognized public charter school, is building a $50
million, 100,000 square foot, 4-story K-12 school in south-central Los
Angeles.
Larry directed design and construction activities and was instrumental in
establishing this project as one of the first to successfully implement a
turnkey project delivery mechanism within Los Angeles Unified School
District (LAUSD) where TAS serves as a “Developer” for the district.
- Consultant to the San Diego City Schools (SDCS) Proposition MM Independent
Citizens’ Oversight Committee (ICOC)
Larry worked with ICOC members to develop the committee's governance model
and approach in providing responsible citizens’ oversight of the $1.5
billion program to build and renovate SDCS schools.
Over the last 4-years, Larry prepared the ICOC's annual reports to the
community in addition to providing technical analysis and reports regarding
labor compliance, owner controlled insurance programs, joint use of public
facilities, stakeholder surveys, business outreach programs, project
delivery systems, capital program reporting, and project control systems.
