It all began 18 years ago with support from Mamie Star, Lodi Unified School District’s Director of Facilities, and a little software program that revolutionized the management of publicly funded capital facilities programs. COLBI launched Account-Ability April 6, 2002, and the beginning chapter of a great story began to change the relationships between facilities and fiscal services and transparency in community-supported bond facilities programs.
